Silospen has it at 1/16,7xx with 0 magic find. Likely just rare to see because of the low treasure class?

No, it can drop almost anywhere. I got one from Shenk in Hell not that long ago. On P1 with ~400mf that was about a 1:76k chance to drop (according to nishi drop calc), which isn't all that high. Its actually a fairly rare drop in normal Act 1. It has a Treasure Class of 3 but a Quality Level of 10, meaning very few monsters in Act1 Normal are capable of dropping it.
I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.
My jaw is still on the floor. After all these years, a Jah rune dropped. I just stared at the screen for a good 30 seconds.
We are getting to leave on vacation and I was like "I'll get a couple Chaos runs in before I hang it up to go pack". Literally two runs. P1. The first run I found a 5/3 fire facet, which I was totally happy with. First facet this whole season. Next run...an F'ing Jah run drops from some random monster before hitting the last seal.
I've read tons of these posts and was like "Good for those guys" after all the years of playing, the game delivered. We all share in the joy. And after fully knowing the grinding it takes to make an Enigma, I can truly appreciate this rune's worth. Wow. Just wow. Made my whole day/month/year. (no screenshot though, sorry)

When you get a drop, it triggers a RNG in a TC, each TC has some things it can drop, and a usually greater (or gigantically greater) chance to downgrade to a next lower grade TC, which does the same RNG check to see if any of its items are what drops, or if it downgrades again.
Meaning that any low level TC that higher TCs can downgrade to(all of them AFAIK), CAN drop anywhere the higher TCs can.
It's too long since modded the TC files to remember the details, but basically, there's armor, melee and missile weapon types, and they downgrade along their own chains. So, a failed armor TC87 dieroll goes to armor TC85(?) and if that fails to generate a drop, it goes to armor TC 83 and so on.
So, basically, to reach Lenymo in a high level area, it has to downgrade 30-40 times. And while the downgrade nearly always has a much higher probability then spawning an item in each TC, that's still a lot of RNG dierolls, ALL of which has to fail to spawn and instead hit downgrade every time.
I haven't looked if the modding for D2R is the same as D2, but you basically ran the game with the -txt addon to make it spawn all the stats files as .txt files that could be read by certain types of spreadsheet software. You could read it with just a textfile editor, but it was messy and tended to risk causing the file to end up corrupted.
Still, you can edit number of monsters per area, bosspacks, monster density, types of monsters that can spawn in every area, area level, most stats for skills, the amount of attribute points per level and starting, the number of skillpoints per level, treasure classes, item affixes, make it possible for rare charms to spawn, add sockets to gloves, Belt, Boots, change the dmg bonuses from attributes...
Lots of affixes that are totally underused or even unused. You can add more set effects, make new runewords, change rune and gem effects... Change what's in the stores or prices, like making it possible to purchase first 10 runes in shops, but at a massive pricetag.
This and much more can be done just from the "easy to edit" files.
