Saw that most similar ones that traded historically included an AR modifier. Wondering what would be the value of this without it.

Nothing, unfortunately. Without the visio mod or 2 sockets this is comparable (worse - doesn't have rep life or fhr) to Halaberd's Reign, which is worth very little.
I can trade DLC or non-DLC on both PC or xbox.
