It's basically a +3 Battle Orders Delirium base. The rest doesn't really add much.
I would say Pul/ Um for hc nl. Good for a support barb until you get a better magic one.
Would be worth more if it had Shout or Battle Command or War Cry in addition to Battle Orders.
