You have to keep seeking your Merc ... which is pretty annoying...

Oooh, I like that question. But as for the answer, that depends on exactly what weapon class you choose to max the mastery for. (Axe, Mace, sword, polearms etc)
For polearms I would say ethereal Tomb Reaver.
Again, it all comes down to taste/personal preference, one hander or two handed.
Still, a good Grief will carry and is widely considered the best weapon in game by a lot of people.
As for clubs, I really like the Immortal King's Stone Crusher(3pcs od set only to avoid cold damage), Windhammer is nice too. But others may have their own opinions.
One handed clubs meh, I Havnt as much experience with them. Baranars star maybe? (I'm going to think about that one)
Also, the downside to Whirlwind being no proc cast effects on hit just makes a lot of weapons less desirable, but a few on them are good on their own merits. (Crushing Blow, open wound and deadly strike still work tho)

It makes sense with only Enigma as you explained the short radius of lvl1 Fanaticism.

Charms are not fixed, any 3 max damage + life, attack rating, magic find etc. small charms, 6 max damage and with the same mod large charms or 10 max damage and with the same mods grand charms are good to go. Or near of them.
However Beast isn't exactly terrible in its own right as a primary weapon. Sure, Grief is definitely a better choice for the most part. But I just don't really like Grief because of its ubiquity.
However Beast really shines on a Frenzy barbarian.

Ironically, I've had better luck with finding Zod drops than Ber. But I definitely agree on that.
Beast in my opinion is a weird runeword. The classes that can make use of it have better things in many cases that they could be using, and ita not that great as an off hand weapon like Call To Arms because the Fanaticism aura would go down if you do. Plus the weapon selection is wonky. (Can see some use for it on a Feral Rage barbarian using Wolfhowl as an offhand weapon or a Dream bear.)
Tried like heck to make it work on a Fury Druid, butnother things are just flat out better for that. (Sort of).
But I definitely agree much better options on a ww barb, especially since he has slower attack speed with axes, and Scourge doesn't exactly do the most damage with Beast.
