The Face of Horror is generally a weak helm, and most rare helms will be more useful. The bonus to resistances and strength is nice for most characters, but causing monsters to flee is detrimental to melee builds, as it forces them to chase their targets down.
For ranged characters, this isn't an issue as it helps keep the monsters from being able to attack.

A useful helm for low level mercenaries. The increase in Strength can expand the options available for use as an Insight base, and the Hit Causes Monsters to Flee modifier helps Emilio avoid being surrounded.
