Can be used to make Runewords:
If you need two sockets you can use a magic Circlet with +2 skills or +3 element skills and 20% fcr or if you don't need fcr you can use Crown of Ages. But IMHO the best helmets for sorc are Griffon's Eye, Flickering Flame or Nightwing's Veil. Compared to those I don't see much reason to use this one.
Imo, you can try to sell this around Ist or Vex.
Only 5 affixes and only 3 useful won't help you to sell this quickly.
