Variable Terror Zone level within one game

I created a game with my level 92

Frenzy barb when

Terror zone was showing struck the

City of the Damned and the

River of Flame. I started with the latter, and it was showing being at level 95 - 3 levels up from the level of my character. After clearing the area I moved to the

City of the Damned, and it was showing level 94, that I expected. I haven't taken a screenshot to show the discrepancy. Is that normal for a

Terror zone to be 3 levels up from the character level?

Weird, always saw then at clvl +2. That depends normally on the creator (or main player's if creator leaves) level.

To make sure I wasn't dreaming I went back and forth from the

River of Flame to the

City of the Damned a couple of times and I clearly visually registered a switch from 95 to 94 and vice versa in the right upper corner of the screen.
