Can be used to make Runewords:
AFAIK for java amazon you want +5/6 skills and ias so not enough skills and for throw barb you want ethereal. Fools mod (ar and max dmg based on char lvl) and 40% ias is probably not enough to have some value since there's Lacerator, Warshrike, Wraith Flight and so on.
