Circlet: not much, Arreat's Face will be better.
Boots: much ! 30/10 + double perfect res is great ! Magic find is also nice even if not for PvP.
The only bad affix is ED but well...
Would expect around Ber, to be confirmed by others.

Boots self use / Lo Circlet needs fcr aswell for BvC use, 110ar is better then visio for most setups, worth nothing without the fcr, you use it to hit breakpoint to chase casters with Whirlwind and the ar is good.
