Cet = CET = EU = UTC+1

I know what CET is but the times aren't being presented as CET. I think maybe he's giving the local time of the streamer (presumably in asia) along with the offset to get to CET.

No, they really are in CET, because I'm also in CET and I see the same times as his listing when I check the D2R Clone Hunters discord (the posts there dynamically display the time according to your device's time zone).
