Value of rare jewel

I wanna know if this jewel is worth anything. As far as I can tell, the -15%req + resist gems is worth a little atleast so was wondering about this jewel:

Not crazy but not bad. The 28 fire resist makes it a good candidate for

Andariel's Visage, less requirements means wearable sooner for a char or the merc. Perhaps label it for a Zon ?

ED and MD are low and will block each other because of a bug, but still better than nothing.

For PVM, I doubt if anyone would use this jewel for andy on merc, since they do need ias/fire res jewel instead.
And like you mentioned ED/Min/Max jewel bug still exists, then the min damage glitched out other than on weapon.
I do have a guess, how about put into

Crown of Ages on act 3 Merc, only fire res / -req useful, but it's good enough. The only question is if anyone want an act 3 merc?
Maybe this jewel is for PVP which I don't know about.

IAS / FRes jewels tend to cost an arm and a leg. This can be a way to get a small boost without overpaying.
