As of patch 2.3 in Diablo 2: Resurrected, the attack rating this skill provides does not actually boost your character's overall attack rating (despite the doll sheet stating otherwise). Thus making this skill almost worthless to use on it's own, and pretty much is only there as a synergy boost for others.
It's too bad, because a fully-maxed out Power Strike with at least 20 synergy bonus from another skill in Jav tree does around 2.8-3k damage, easily.
