Don't waste a socket quest for this one. +2 skills and 20% fcr are nice but the rest isn't that good. I think I haven't seen a Circlet with Arcadian affix (ar and dmg to demons) so far but IMHO it isn't that useful, also life leech would be better than mana leech, 11 life is really low and it's missing an 6th affix.
I would say only ~ Pul.
