Afaik for Amazons FCR isn't as useful as FRW. But even then the Circlet has good affixes and they rolled pretty good. Since I couldn't find any similar Circlet/ Coronet/ Tiara/ Diadem in the price history I'm not sure about the value. I would say at least Vex maybe Ohm but you should definitely wait for other opinions.
