Can be used to make Runewords:

It's missing a lot of the good affixes. Instead you have 50 poison and Teleport charges which both add no real value. Also minimum damage rolled low (10 possible) and attack rating could also be higher (120). IMHO it's only worth a Ko or Fal or a few Perfect Gems.
