Edit: my mistake, that one won't work either.

As I remember, set upgrading is Ladder temporal exclusive like new Runewords. And somehow it's been working on Singleplayer

This is exactly how it "should" work.

Edit - yeah it's Ladder only - missed that.

Lem is for armor upgrade but work only on uniques like Vipermagi or
Duriel shell etc...
and its working non lader too. Weapon recipe is
Lum
Pul perfect emeralt

Typically you can create it with a ladder char and after the end of the ladder it gets transferred to non-ladder.
So end of Ladder 1 will be the earliest point in time to see an upped Gulli in non-ladder.
