Yes this was patched homie in 2.4. You no longer can G-Rush (quick taxi) via A3. You are required to complete the organs and smash the compelling orb.

Bro!
No problem - collect the organs, kill council and then take Khalim's Flail (from the last Council Member that dies). This can then be used to craft the quest Recipe: Khalim's Will. From there, smash the compelling orb and you gain access to Durance level 1.
