Yes. The devs said all new ladder-only runewords will be craftable in non-ladder after the end of each respective ladder season.

How about the modifications to the existing runewords(let's say Infinity

Spear)? Those are already available in non-ladder, or they will be available after the ladder season ends(presumably) ?

Those are here now. Unless they got broken again
