Will it be possible to do new runewords in the non-ranked game after the end of the season?
If i have now rune
Cham, will i can to do runeword Mist after end of the season?

Very likely yes, unless things change.

Yes. The devs said all new ladder-only runewords will be craftable in non-ladder after the end of each respective ladder season.

How about the modifications to the existing runewords(let's say Infinity
Spear)? Those are already available in non-ladder, or they will be available after the ladder season ends(presumably) ?
