Theoretically you could use Larzuk on it and with a 50% chance get two sockets for 2 cold facets. The price for a 2-socket could be around Vex- Ohm.
Sorc can very easily stack enough FCR even without a dedicated head slot.

I would personally take the Ist without socketing. I would have vendored this item because of @Queegon's point that FCR on a head is not much use to a sorc. If you socket it and only roll 1, then you've decreased the item's value and burned a socket quest.
All prices negotiable. BIN always wins. Americas (Pacific), but int'l trade times can be arranged.
