Description

Jamella is found on the lower platform of the Pandemonium Fortress and offers gambling, healing and varied equipment/consumables.

Every now and again she draws a cool incantation in the air with her finger. Many Diablo players have tried to decipher those letters, but the official word from Blizzard was that they don't spell anything. They're just some symbols one of the artists animated for Jamella; they aren't legible letters in English or any other language.

Like Halbu she does not have any dialogue options.

A possible in-game explanation: Halbu and Jamella are too focused on their task to defend the Pandemonium Fortress to squander time with chatting.

Real-world explanation: The devs just did not have time to finish Act IV completely until they had to release the game. And LoD did not finish Act IV, either.

Diablo 3 then tried to make up on Halbu and Jamella by giving their ghosts a voice.
