10 Faster Cast Rate + 24 Faster Hit Recovery is really good on Elemental Druid as he usually uses Phoenix and does not have +55 Faster Hit Recovery from Spirit that most other builds have.
With other good mods (like +strength, life, resistances, +mana etc) this Belt has a chance to be better than Arachnid Mesh for some builds.
