Ground just shaked as when Dclone appears, but nothing happened. Does this mean that Diablo just invaded on American/Asian server?

Dclone did walk on Asia SCNL about 2 hours ago, but you don't get the screen shake (or messages) when you're on the wrong region.
Where were you when it happened, and did you get any messages?
The screen can shake for other reasons - were you in a game with other people and playing in different areas?
I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.
