Travi barb

First, get a bad Grief. On nl, they are not that expensive. Alternative is Unbending Will, but this and most other budget solutions flat out pale compared to even the worst Grief.

Do Berserk build, maxing Berserk + synergies, passive one-pointer and warcries and also Find Potion. Max Find Item last, as weird as it might sound, but synergy from Find Potion is more important for getting good hork %

Budget stuff build besides Grief:

Horazon's Legacy for cannot be frozen
Thundergod's Vigor ...or any other Belt with good defensive stats
Dwarf Star Fire absorb is win in Travincal
Blue 30 all res amu or some good crafted/rare barb. Amu with Teleport on it is kind of a budget Enigma, but refilling charges is anyoing and jumping to council is not that big of a time loss.
Stone or Smoke for body armor
Laying of Hands (very cheapo and very important!)
Stormshield You'll need a source of -% phys as council members tend to hit hard, especialy when they got aura and/or cursed
Arreat's Face or, even cheaper but worse, Immortal King's Will
2x +3 blue warcry weapons on switch, or 2x Blade Of Ali Baba

Don't bother getting merc, he'll die anyways without more expensive stuff.

Avoid cold damage under any circumstance, as it will shatter council members so you can't hork them

Whirlwind is nice, i use it myself, but it only gets better than Berserk on horker when you got way more expensive stuff, like 2x Last Wish on merc, Bone Break, 2x good Grief, etc. Phys immune is a huge problem in the long run which you avoid when using Berserk.

it is, but don't get frustrated if your first 100 runs are not that good. According to my experience (more than 10 000 runs) expect a good runedrop every 300-500 runs. Trav is not only about runes, council is also good for getting Charms and unique jewelery

Congratulations, that's lucky and will buy your decent stuff for hammerdin. Maybe invest some of the money in a bad Grief or try your own luck by doing it urself. As i mentioned above, it's rly a build-enabler on horker imo

You really want Stormshield to protect you while using Berserk.
Try to get one.

If you could get a Grief, that while be a hudge boost. You want to kill them fast because Berserk will reduce your def to 0.
