"Requirements –X%" modifier

I was just wondering on the topic of bases, it might be neat to have more opportunity for Reduced Requirements ( Tyrael's Might most glaring example). The genesis to deciding which base to use or not seems to be driven by the underlying requirements, at least the majority of the time (acknowledging other considerations of course).

While a Giant Thresher is quite a rare base with fun stats, it's often ditched for say a Cryptic Axe with inherently lower requirements to wield. So anyway, my proposal is for some more runewords/uniques/sets containing this lower requirement modifier built-in to make more viable less used bases (highlighting the likes of Steeldriver & Naj's Light Plate case in point).
