Responding to the second post: you don't personally have to sell any. You just have to be on the server (on battle.net game even if private) where The Stone of Jordan rings were sold.

strange, i didnt sell an SOJ, and was in torment
The whole SoJ selling is a global (per region/realm) event.
Every SoJ sold by anyone on the same region/realm counts towards the total number needed to summon Dclone. So if 1 person sells 100, or 100 people sell 1 each, it doesn't matter (as long as they are on the same region/realm). When the last SoJ is sold, everyone who is on a Hell game will get a visit from Dclone. You need to already be in the game when it happens.
Oh, ladder and non-ladder is also separated, so SoJs sold on ladder can't spawn Dclone on non-ladder or vice versa.
Terror zones (what you call torment) doesn't matter.
