I know that Phase Blade cannot naturally drop as ethereal (OK)
But, can you have an ethereal Phase Blade upgrading an ethereal Dimensional Blade (Rare/Unique)?

Yes, a rare/unique ethereal Dimensional Blade will retain the ethereal status (and damage bonus) when upped to Phase Blade.

Well, the Phase Blade page already answered that... 
And just like missile weapons, Phase Blades cannot be ethereal, at least not natively. It is possible to obtain such by upgrading ethereal rare and unique Dimensional Blades though.
