Yeah, it does make a difference. The PB has a higher base speed and is preferable if you're min-maxing.
Though I personally have a

Ber-socketed

Stormshield on my trav zerker, because at a certain point, the number of uniques you wouldn't mind finding shrinks to a tiny number, and added kill speed from better survivability becomes oh so much more important.
