Can a barrel drop an SOJ?

why not?
If you have seen a magic ring appear from a barrel, there is a chance that it can roll unique, and if it rolls unique there is a chance that it can be an SOJ, unless you are in an area with a level inferior to the item level of the SOJ, like act 1-4 Normal.
I got a Bul-Kathos' Wedding Band from an old urn in Ancient Tunnels - right area + alot of luck and you'll get a Stone of Jordan

Yes, it's possible. Very low chance, but possible.
i popped a mara's from a corpse in LK. once the item rolls unique as long as the area has a high enough level it can drop hot loot
Droped a mara's from a rock in cow lvl
