Description

Cathan's Rule, with its focus on Fire Skills, is ostensibly designed for use by the Sorceress. With that said, it faces stiff competition from even Common-quality staves, which can sport useful staffmods that could provide a Sorceress with greater bonuses to skills at a lower level requirement.

Cathan's Rule has a limited window of usefulness due to the ease with which Leaf can be assembled. However, during levels 11-18, Cathan's Rule could be an effective choice for Fire Druids,
Wake of Fire Assassins, or
Holy Fire Paladins.
