Can be used to make Runewords:

The best jeweler's armor is an Archon Plate.
The best mod is +100 life but others work as well:
24 FHR
20 Str
15 Dex
5 replenish life
15 DR
6 MDR
75 PLR
30% lower requirements
So your affixe are good.
Base is a Plate Mail. Low str. req is good but it's a heavy armor, which makes it only suitable for a character who can Teleport without Enigma, i.e. sorc.
I can't give you an estimate on its worth but I would guess that there are builds where this would be awesome.
I would definately not Charsie this. If nobody buys it, put it on a shelf or come up with a build around it. Like a Nova Sorc or something.
Side Note: Full plate is one of the best looking armors imho.
