IMO this ammy is not that good for a few reasons.

First, with +2 MA, it is very limited. There are not a lot of pure MA Assassins, most are either Traps/MA hybrid or very invested in Shadow skills, meaning this ammy is a huge tradeoff compared to a +2 all skills amulet.

Even for MA builds, +MA skills is not that good unless you're going for Elemental

Claws, which most people don't, since kicks are the stronger skills. So let's assume this amulet is for an elemental claw assassin.

FRW: Okay, but most Sins have insane FRW due to

Burst of Speed already, and a small increase may not be noticeable.

+1 Max damage: Basically meaningless, especially for ele

Claws

Cold damage: Very low, and an ele claw build can already freeze the entire screen with

Phoenix Strike

Dual leech: This is good, but keep in mind all MA sins have access to at least level 3

Cobra Strike, so leech is less important for them than other classes.

16 life: Fine, but very low.

Level 63: This ammy could be very good for a 30-something character going through NM but by 63 most sins will have found better options.

Overall, I think most +2 all skills ammys, dual leech ammies with better other mods, or even +1 all skills ammies with good resists or other mods will outclass this. It's not bad but IMO you will have a hard time getting more than low runes for it.

I recommend you sell it for low runes to craft more, or even sell it for like 1 million

Gold, and use the

Gold to gamble +3 and +2 ammies you can sell.
