What level are you?

I think there's a display bug with the level requirement.

There's a +5 level requirement "penalty" to gear that is upped from normal to exceptional (and +7 for gear upped from exceptional to elite).
Demonhide Sash
as a base has a level requiremement of 24, and +5 to that is 29. So if you're not already at 29, you should be able to equip it at level 29.

No idea on what the not being able to vendor it is about, though 🤔

So it seems! But it says L24 funnily enough. i thought i was seeing things!

I sold it to the vendor hoping to "refresh" it and..wtf i can't buy it back!

if u upped it in an earlier patch the +5 lvl req does not show up

That explains why the print requires L24 and mine requires L29 for the upgraded
