What level are you?
I think there's a display bug with the level requirement.
There's a +5 level requirement "penalty" to gear that is upped from normal to exceptional (and +7 for gear upped from exceptional to elite). Demonhide Sash as a base has a level requiremement of 24, and +5 to that is 29. So if you're not already at 29, you should be able to equip it at level 29.

if u upped it in an earlier patch the +5 lvl req does not show up
