Why is this a question for me?
AFAIK this
Circlet
has no value. You need either 3 sockets (only possible on
Tiara
/
Diadem
with jeweler's or artisan's prefix) or +2 to all skills or +3 to a good skill tree as an prefix and also a good suffix like of the whale or of the magus.
For the second question blue/magic items get 1 or 2 sockets randomly from
Larzuk
quest.

I was thinking about, if this thing gets 2 sockets, you could give it 2x 40/15 jewels for bowazons who are lacking life and resis

Edit: I also have an +3 combat (pala), 20fcr, 1oS

Usually you don't want to spend your sockets quest on some poor items with no skills... and that's the case here.

3/20 1os is not bad though, even if I believe most people would prefer a 2 all / 20 fcr rare with nice mods like all res and add a socket on them.

3os is a must to reach the next breakpoint.
If anyone decide to go with 2os CoA is a solid choice.
In some certain cases, your

could be valuable but it may take forever to sell it.
