On tower lvl 4 ive got an Ber rune from a Dark Archer, i did not know it was possible so i was super suprised to get one there, i did about 800 trav runs before in search for high runes and highest i found was a Sur, quite a plot twist XD.
keep your eyes on the stars and your feet on the Ground.
If you're getting Ohm/ Sur/ Lo that often then you're being absurdly lucky!

I got a Sur on level 4 from one of the Shaman's rezzor dudes. I've also dropped a Lo on the way to the tower just on a trash mob.

I've run the tower countless times and don't think I've ever gotten better than an Ist. I did once have The Countess drop me an Ist on two consecutive runs. I run her for keys and the runes are just a bonus.
