for a 4 point ring I think it's really nice!

6% ML puts it at, what, min level 74? I think it has too few affixes to get much trade value. Also, the leeches don't work on cast skills, so it's only optimal for a few builds.
I would say Ist is too high a list price. I'd personally vendor it.

I thought the same about the FCR but then thought any Enigma using melee chars would like it. Horker was the first thing that came to mind, but without MF, not sure they'd give up a ring slot. Re: Enigma, zons and melee druids don't tele. Necros and sorcs don't leech. Maybe a melee sin that also uses Mind Blast? I don't play paladin, so not sure there, but hammerdins don't need leech.
Maybe someone else will give you ideas. I can never think of a buyer for FCR + dual leech.

Better to say, some zons do tele, e.g. to bring up an Infinity merc, but FCR isn't helpful because their breakpoints are so terrible.

Many melee builds that want to Teleport need FCR + dual leech ring : zealer, tesladin, FrenzyBarb, melee sorc and so on.
You can't Teleport in wolf/bear form but you will want to Teleport to Throne of Destruction before transform into wolf/bear for doing baalrun.
