I am pretty sure this isn't valuable at all, but I got in doubt due to the faster cast rate? But it is only 1 to necro skills, and as I understand it, not many play that?

It can only work for PvP Low Level Duelling due to required level being 29 (LLD is 30 max) - else you want 2 skill levels.
There are necro players, not the least played class which is probably druid.
However, while FCR and FRW are fine for PvP, Maek is useless and 2 other affixes are missing. So... probably nice to keep to level up a char, but I doubt it can have trade value.
