For low items I also accept: Perfect Amys, Ral, Hel, Tokens, Keys. Please don't offer runes lower than Pul (with the named exceptions).

The wording is very weird. Mace class is a hammer, not a Mace. That's why you can't make a Hoto in such a hammer. It's just a Mace class, not a Mace. Great job there, Blizzard
According to base/thunder-maul-t1734.html, Beast is possible. I didn't test it before but this information is usually very reliable. So I'd give it a 99.9% certainty.

"Mace Class" is subdivided into multiple different sub-types. Rune words specify which of these sub-types it can be made in, so if it says a rune word works in "Maces" that means only the "Mace" sub-type of "Mace Class". Blizzard really dropped the ball on the naming of "Mace" vs "Mace Class"...
"Mace Class" has the following sub-types:
Club
Mace
Hammer
Scepter(you'll note that all scepters say "Mace Class" in-game when you inspect them)

In the game files, "Maces" sensu lato are called "Blunt", and clearly distinguished from "Maces" sensu stricto, called "Mace". D2R missed the opportunity to fix the labels.
And this is not the only mistake - for example, wands and orbs are also labelled as "Staff class" - while not being staves, and the latter not even melee weapons at all!
