I recently started playing a frostmaiden bowazon, and I thought that Freezing Arrow didn't have an attack rating check, but my character sheet says that it does. So I just chalked it up to a fake memory on my part.

...only I just happened to come across this (pre-D2R) video from MrLlama, where Freezing Arrow doesn't have an attack rating:


So did Blizzard add an AR check to Freezing Arrow in D2R? Or did it always have an AR check, and it just wasn't shown in LoD?

It has an attack rating in D2:LoD but it's bugged, and it was fixed in D2R.

Then further down on the same page:
  • Explodes on impact or expiry regardless of whether or not the arrow's hit-check is successful, and applies cold damage and freeze length within its radius. A successful hit-check is required for Pierce to be effective: an arrow that pierces four targets and hits five will explode on each impact.
  • Freezing Arrow's +% Attack Rating is not applied, even though the character screen calculates and displays AR as though it is. [1] +% AR from other sources is applied. Fixed in D2R. [2]
Either way - the way it works is that when you fire a Freezing Arrow, two things happen:
  1. A physical arrow is fired at the target, this arrow may strike whichever target it hits (and hit targets behind it, if piercing was successful).
    • On a successful hit, this arrow applies the bow's weapon damage (+ED% and any +min/max damage and +elemental damage you have on gear).
    • This arrow requires a hit check to actually hit a target, this is where attack rating comes into play.
    • This arrow may apply crushing blow, critical/deadly strike, it may proc CtC effects, it may leach, etc.
  2. Whenever the arrow strikes or passes through the hitbox of a monster, it creates an AoE freeze effect with the skill damage and freeze length.
    • This happens regardless of the hit check of the physical arrow.
    • It effectively works kind of like a CtC on Attack effect.
