Afaik you can have up to 4 skills and 30 IAS for lvl 30 javelins so this one is not good enough, even though Eth+repl q is good.
For bows you'd use a 3 skills 5 os bow with e.g. a combination of Shael runes and other stuff. You want to reach 9frames. Your bow is not fast enough and at level 30, min/max damage is better than some ed.
At lvl 30, an 1x upped Rogue's Bow is also an option, which looks much better to me.
