Inventory's only got 40 slots so I am only trading in batches of up to 8 sets → absolutely no drop trade.
Price check on those things are all over the place, most recent trades had some shards trading for 1 ist a piece (and I mean per shard, not per set) while others traded 20 shards for 1 ist.
On traderie.com the going rate is 1 jah rune for about 40 sets, but given the smaller exchange rate usually going on here, I'd say 1x ist per batch of 8 sets is fair but I've got room to argue if you can back your point with verifiable data (I'm not just going to take your word for it).

As of patch 3.3, Worldstone Shards drop less frequently, but also drop an additional item:
Blizzard wrote: An additional item will now drop alongside a Worldstone Shard.
Reduced the drop rate of Worldstone Shards.
To be able to use a Worldstone Shard:
- you must be in hell difficulty
- the corresponding act must not yet have been terrorized
- terror zones must be activated for the game
