When crafting amulets, the advice seems to be to use only T96 amulets (or equivalent) to ensure you can get the full range of (good) stats +2 skills etc.
Does the same apply to crafted rings?
What about armour, gloves or Boots? Do the items need to be dropped from a T96 or can they be the item found anywhere? And does it make a difference to the outcome whether you use a normal, exceptional or elite version of the glove, armour or Boots?

I think for everything else, it'll be different char lvl and item lvl.
For me currently, I'm shopping and crafting blood rings at 83.
I haven't crafted gloves in awhile, but I think i was crafting with a lvl 77 char and shopping for exceptional gloves. Lvl 75 crafting elite gloves found in lvl 85 area?..not quite sure.

if you are at lvl 87 then every TZ is lvl 89 and every amulet is craft-able.
for all other crafts lvl 71 (?) guarantees +4 affixes.

At lvl 89, TZ drops from bosses+ also work.
You can collect TZ drops amulets at char lvl 88 (mLvl 90) and start crafting them at char lvl 90.
If you craft at cLvl 87 / TZ drops lvl 89, you will not get +2 skills.
(I thought clvl 89 was enough before but Shadowheart corrected me because of how rounding is done)

armor- you dont craft, you use rune words, uniques
gloves - you need % ll ml, then true for high lv char or else, lower your clv
rings - it is quite different, ml ll (usually Blood Ring craft) , pick highest ilv ring, fcr def ring, it should not exceed 85? but you are in rotw, I guess you should just use unique ring
Boots - lod you need to lower your clv, some affix is not good
