Maybe find a 3rd person as the referee, who will be a Nec specialized in Bone Wall and Bone Prison.
While in town, the ref will go hostile to all players, and the players will be unhostile to the ref.
Once in the arena, the ref's job is to constantly prison/wall in the players every 24 seconds or less, wrapping them up nice and cozy, while leaving enough space for the players to Death Mark their demons over to the open space to duel it out.
Hopefully with the Bone wrappings being tight and snug enough, no demon will be able to Teleport or fly in to attack the players. -- This part needs testing.

If the ref is indeed a Nec, then he could have all the curses ready to use. Decrepify may be a bit too powerful for minor violations. Depending on the severity, a penalty could range from something like Weaken all the way up to Amp (a red card equivalent?). But most players probably would prefer the ref to interfere with the battle as little as possible, so they can get experience the more "pure" demon fights.
There’s all sorts of places where you could set up cool fights, like a secret room in the Jail, or abuse other quirks of geography like in a few places in The Arcane Sanctuary, River of Flame, or even maybe the Chaos Sanctuary depending on the map, but then fliers would be an issue… I LOVE the necromancer ref idea as a solution to all of this. The ring is hella metal and could then be set up in any arena for maximum vibes! Though I think I agree that taking advantage of the Teleport pads in The Arcane Sanctuary might make for the easiest setup, I can’t deny the thought of hijacking boss rooms is very tempting.
I’d also considered having an Amazon ref put up a Decoy inside the cage in case the demons decided to be finicky about teleporting in and needed a target.
