My current CtA is 2/5/2 in a Double Axe and I was thinking of trying another one in a Superior Crystal Sword. My question is, does base item have any affect whatsoever on how the roll goes or is it purely RNG?

Base has no affect. Its pure RNG.
Do we know by how much life, mana and stamina are increased per BO increase? Also, how much is the duration increased by per point? I assume the +1 to party skills remains unchanged no matter the roll and only the time duration is changed.

Level 1 BO = +35%
Level 11 BO = +65% (1.65/1.35 = x1.22 times more than level 1 BO
Level 21 BO = +95% (1.95/1.65 = x1.18 times more than level 11 BO
