From a magic perspective, I assume GW is the way to go
If you don't need the survivability of t-gods (light res small charms are always an option) or adding an Um or Diamond to that book, then GW is by far the way to go.
But then again this is a game, and the real question is which Belt gives you the most joy? If the FoH animation makes you happier than the killspeed increase of GW, then you have your answer
I'm not playing D2 as much as before. I'm too lazy to edit all my trade prices. Offer me something reasonable and I'll probably accept.
If you are a warlock i would definitely use Gheed's Wager. If you are not maxed on resistances and the extra FHR and FCR bring's you up a breakpoint it's far the better Belt to use.
