Can be used to make Runewords:
You don't use a Wand to hit monsters, so those elemental damages and lifesteal actually do ... nothing.
The Dusk Shroud looks decent when you're leveling, maybe for your merc as a temporary armor, but nothing more. Around 50 there are fairly cheap runeword armors that offer maybe less defense but loads more of resistances and other useful stats.

Agree. Unfortunately it happens often that something that looks very promising at first glance turns out being not so valuable after all. Luckily it also happens (though more rarely) in the other direction.
