No. Everyone in the same game share the
Herald
tier progress. Once 4 Heralds are killed, everyone gets Tier 5.

Don't believe it is. Pretty sure it doesn't matter who draws the ire, anyone can pop the
Herald
from it. One of the many downsides of the design from a multi-player perspective.
I repeatedly seemed to get heralds without earning an ire myself and/or lost heralds to others when it was indeed my ire.

Correct. Drawing ire and spawning a
Herald
are two separate things, and neither is player specific.

In practice, no one in a public shard game gets to claim a
Herald
because they *believe* they drew the ire. Whoever gets the
Herald
spawn in his/her zone counts as the "owner".
