Is the drop chance of Shards vert low, or do they only drop after you finished Hell difficult?
I'm finishing hell, middle of Act 5, no rush, I'm doing all the quest, getting all the waypoints, no Teleport or (Blade Warp), and killing everything in my path, and not a single Shard dropped yet

Yes, it is very low and I stopped "hunting" them. I don't know if there is somewhere a list with their exact drop rates. The best summary I have seen is the Reddit post from Pavke
