In my free time I've been no lifing TZs (2-3 acts per session, today I did whole game) since the update. I would estimate I killed 200 Heralds of varying tier and about 80 T5 heralds ("of Terror"). I got one Latent Crack of the Heavens.
The process has been fun and I really like finding these super deadly T5s that make me sweat for a change. But it's giga frustrating to kill 100 elites without ire. I hope something is adjusted in the spawn formula to smooth out the RNG and make them spawn a bit more consistently.

The ingredients (p Topaz, Fal, and southern WSS) are orders of magnitude easier to get than finding the latent sunder itself, so I hope Blizz can find some happy medium with all this mess. My suggestion would be to shift some of the weight to those crafting ingredients, make latent sunders a bit less rare and make renewed charms more expensive for people who want those extra stats.

I think the recipes specifically take Latent Sunder Charms, and the result is a different item altogether, so I'm guessing that you can't - you'd need a new Latent Sunder Charm for each attempt. But I guess LizardWizard can verify that easily

Sadly, you got not so good roll on lightning penalty, only 2 points away from the initial antiperfect Latent charm. You can benefit from the other stats but it leaves a bitter taste after cubing seeing how much hard to obtain it is.
On my offline single player, P8, now I leave on the Ground all sunders, many of them perfect (-70). I have a full mule of perfect and antiperfect ones.
But now, I'll take what I'll find, if I'll find. I started a new warlock character and gear it with best I can find on the way, I have nothing for him from my previous characters.
Has player rate an influence on % of message/Herald spawning?

Can someone confirm, that on bnet, Sunders may drop from any tier of Herald? I read something about it but confirmation would be nice.
It would be also interesting to me, if the sunder drop takes one item slot, as Herald of Terror would have a higher chance to drop then

I've been testing that on single player with modified version of game: token chance increased from 2% to 50%, Conversion chance from 1% to 100%, and no-drop chance for Sunder Charms TC set to 0%, so each time Herald can drop Sunder he will drop one.
Most important conclusion is that only Tier 4 and Tier 5 drop Sunder Charms. I know some people did dropped Sunders from Tier 1, but based on calculation rules in TC file and my tests I assume that it was a result of some bug.
Other thing I've noticed - it is possible to spawn multiple Heralds of same tier if you have enough tokens - I had up to 3. But with default chances it is extremely rare like 1:10k for 2, 1:1m for 3 (and all that assuming we have triggered stage 1 multiple times). If something like that occur and we will kill them we can skip tiers and for example go from T1 to T4 directly.

I think the point was that it can be any elite but not a minion of an elite. I.e., it can be a unique mob, super unique mob, a champion or a boss. But it cannot be a unique/superunique's minion (you know, the ones with the "Minion" text below the mob name). I.e., killing Colenzo the Annihilator should definitely be able to draw ire, but not killing his Fallen minions.

All monsters are able to drop shards. These may be used for crafting the new sunder charms or to terrorize a whole act corresponding to the shard you use.
Only Champions, Uniques, Super Uniques, and Heralds can drop worldstone shards.
