More due to warlock Frenzy and less due to early ladder. If you don't want to use it yourself, I'd aim for Jah+ Ber to get an Enigma out of it.

But it’s just +2 Demon Skills, and that’s not a very popular build...

Yes but similar ones with e.g. 2 sorc lightning skills have a similar value. 10fcr, 29 str, and lots of res make this worth something.
